An Immigration and Customs Enforcement officer who faces charges in Minnesota related to the shooting of a Venezuelan man is scheduled to make his first court appearance in Minneapolis on Thursday afternoon.

The officer, Christian Castro, was taken into custody by Minnesota Bureau of Criminal Apprehension agents on Wednesday afternoon. He has been charged with assault and falsely reporting a crime in the shooting of 24-year-old Julio Cesar Sosa-Celis during federal immigration operations in Minneapolis in January.

Earlier this month, the Justice Department separately charged Castro for allegedly lying about details of the shooting.

Castro’s arrest on Wednesday caps an unusual extradition battle between Minnesota and Texas. He was initially arrested in Texas in May after a Minnesota judge issued a nationwide warrant for his arrest. He was released in August after Texas Gov. Greg Abbott declined to sign his extradition warrant. Abbott said he did not trust Minnesota officials, citing ongoing investigations into widespread fraud in the state’s federally funded social service programs that had no relevance to Castro’s case.

Castro’s immediate whereabouts after his release were unknown, but Minnesota authorities said he was arrested Wednesday in central Minneapolis.
