Biden, filling out his government, to name five women as deputy secretaries

The women Biden plans to nominate as deputies at the Departments of Agriculture, Transportation, Health and Human Services, Interior and Education could help shore up the vulnerabilities of some of the Cabinet secretaries they will serve.
